100% yes to both your questions, especially after seeing the sample of the bioluminescent creatures - absolutely stunning!
I had experimented with the first Dall-E and a few other AI image generation tools a year or so ago, and the improvements in Dall-E 2 are phenomenal. Everything prior I had seen was very abstract for the odd and unique combinations, but the images Dall-E 2 is generating are higher resolution and more photo-realistic.
For anyone that does get access to Dall-E 2, check out this fantastic prompt/how-to book/pdf- available for free from the Dallery.Gallery- "This book is designed as a free, visual resource to inspire your own creative DALL·E projects, with a particular emphasis on crafting original prompts in natural language."

This is pretty promising for Monster-Like Figures and Studio-Ghibli Prompts came out with a cool aesthetic. Feels like it could fit into an Earthbound, Final Fantasy- Old, School Style Party RPG (FF II for Game Boy) - I am feeling old too now
May try Isolating out Background Mountains, Buildings, Trees for Parallax Layers over the next few months
